Minutes of the Seamer Parish Council meeting held at Seamer Memorial Hall on Tuesday, 19th November 2024 at 7pm.

1. NOTICE OF MEETING
- Public notice of the meeting was given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.

2. APOLOGIES AND REASONS FOR ABSENCE
2.1 Apologies for absence were given by Councillor Jayne Kendall and approved.
2.2 No apologies were received from Councillor James Bainbridge.
3 DECLARATIONS OF INTEREST
3.1 No declarations of interest were noted
4. MINUTES
4.1 The minutes of the meeting held at Seamer Memorial Hall on Tuesday 1st October 2024 were signed off as a true record.
5. DISTRICT COUNCILLOR
District Councillor Hugill provided an update on NYC matters.
Following a review, refuse collections will change, adopting a method successfully used in Selby. With 2 re-cycling bins and a general waste bin (this in addition to the green bins we pay for).
Christmas trees will be collected in March 2025.
New local plan is in development and includes 3k proposed new house builds across the unitary authority with focus on health, wellbeing and job creation.
In terms of environmental issues NYC are trying to map all areas of natural beauty and valuable nature sites, engaging with farmers and land owners to build this information.
There is also a review of local council boundaries in terms of cover from elected councillors at NYC which should not impact the parish.
6. VILLAGE MATTERS
6.1) Progress has been made in erection of bus shelter with foundations completed and installation of shelter planned in January. Some additional enabling works are required and the purchase of sides to offer more protection to those using the shelter was approved.
6.2) Approved recognition of David Campy for production of the Grapevine over many years with a gift/donation, along with a small token to Viv Hyman for her artwork over 3 years. MMurphy and PC
6.3) First publication of The Grapevine by 3rd party supplier was well received with a more modern and professional look, although cost was a little higher than anticipated. Approved reducing the circulation to 4 times a year (currently 6) and review of quality of paper, print and colour with 3rd party supplier to reduce publishing costs.
6.4) Approved the works to maintain and make safe the tree in churchyard and obtain quotes for completion of works required. (MMarshall)
6.5) See below re report from “PondTech” re maintenance and upkeep of village pond.
6.6) David Hugill provided an update re contamination of pond from water from the road. Highways have been to site and confirm there is only one drain into the pond on Holme Lane. The pond has shown signs of improved health following installation of aerator and it was agreed that we would review in spring. It may be that the Pond Tech review could be undertaken then if felt necessary.
7. STOKESLEY AND DISTRICT, STOKESLEY COMMUNITY CARE ASSOCIATION
7.1) We have received a number of posters from the care association promoting their services and will include in Grapevine as space allows.

PROPOSAL: Change of use from (C3) dwelling house to (F1) church. LOCATION: St Helier Hilton Road
Seamer Middlesbrough. Status’ Awaiting decision. This application has been represented due to the passage of time and a number of changes to hedges at entrance, a traffic survey and car parking arrangements. REFUSED
9 POLICE REPORTS
9.1) There were 4 incidents in October 1 anti-social behaviour, 1 burglary (commercial premises) and 2 thefts.
10 FINANCIAL MATTERS
10.1) Received the bank account balances up to 31st October 2024 and bank reconciliation.


10.2) Ratified the following invoices for payment: –
Grapevine publishing and printing £286.53
10.3) The 2025/26 precept of £7,200 was approved for submission to NYC.
11 VILLAGE HALL UPDATE
11.1) Councillor Mark Murphy chair of the Village Hall Committee confirmed that the hall had been well utilised and they are working on further events to attract residents. Clerk had visited Hilton Parish Clerk with some suggestions tabled for events they have had success with. The survey of the building had been complete with no major issues identified.

13. COMMUNITY FUND
13.1) Application for Christmas gifts at children’s Christmas event approved £150.
13.3) To consider amendment to current Seamer Community Fund constitution – postponed to further meeting.
