Minutes of the meeting held Tuesday, 21 July 2020
1 NOTICE OF MEETING
Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local
Government Act 1972. Due to the Coronavirus Pandemic, this meeting was conducted via email and telephone.
Members of the public were therefore unable to attend, however are provided with the opportunity to contact
the Parish Council at any time.

To confirm as a true record the minutes of the meeting held on Tuesday 17 March, 2020.
4 PLANNING APPLICATIONS
Mr S Robinson; Pounders Mill, The Green, Seamer: Construction of new domestic double-timber garage.
No Objection
Mr J Wilkinson; 3, Croft Hills, Tame Bridge: Proposed single-storey side extension, conversion of garage and
pitched roof to dormers. No Objection

section of kennels, existing garage and workshop.

5) Annual Parish Meeting 2020: Outstanding Matters:
i) The minutes of the meeting held on Tuesday 21 May, 2019 were agreed and accepted as a true record.
ii) Chairman’s Report. The Chairman’s Report for 2020 was circulated to all Councillors. It was agreed that it be
published on the village website and displayed on the noticeboards.
iii) Parish Accounts 2019/2020. An independently audited statement of accounts were circulated to members.
Councillor Paul Chapman proposed that these be agreed. They were seconded by Councillor Doug Forrest. The
accounts will now be submitted to the external auditor.
iv) Election of Parish Council Chairman and Vice-Chairman. Councillor P Taylor was elected as Chairman. There
were no nominations presented for Vice-Chairman.
v) Community Fund Annual Report/Community Fund Accounts 2019/2020. The Annual Report was also circulated.
The Community Fund Accounts were circulated. Councillor Paul Chapman proposed that these be agreed. They
were seconded by Councillor Mark Murphy. It was agreed that they be displayed on the noticeboard inside the
village hall.
6 MATTERS FOR DISCUSSION
a) Village maintenance – relevant updates. The tree on the verge below the Public House has now been removed
and the roots ground out. It is pleasing to note that during the last 3 months, very little littering has taken place
around the village. The Chairman would like to thank residents who collected litter whilst out walking, and in
particular, Phil & Viv Hyman, for their assistance in picking up litter on Tanton Road and Stokesley Road.
b) Community Speed Watch update/VAS scheme. The CSW restarted on 6 July. No statistics are available as yet
to present to the meeting. The Chairman will update Councillors via email as further Speed Watches take place and
data is available. VAS scheme: Potto Village Parish Council wish to join with Seamer and Crathorne to help purchase
a Speed Sign. The three councils are looking to making a bid to the Police & Crime Commissioner, who has made a
sum available for aspects of safety in rural villages. The deadline is 31/8/20. c) Seamer Parish Community Fund.
There were no applications to the fund. d) Ongoing Parish Development/Planning permission for Bank Top: At
the present time, there has been no progress on the aspects of work planned. This includes the Seamer Hill gateway
signs; the completion of the kerbing by the refuge in Tame Bridge and the new road surface on the Top Green.
However, it must be noted that one of the bollards on the refuge at Tame Bridge has been damaged and we await
its replacement by NYCC. Due to the VAT refund from HMRC, we are now able to progress the widening and repair
of the pavement on Bank Top. As such, because this is Common Land, we will now apply for planning permission,
the cost of which will be £117. This was agreed.
