Minutes of the Parish Council Meeting: Tuesday 19th May, 2015

NOTICE OF MEETING
Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.

Councillors P Taylor, Mrs J Bainbridge, J Bainbridge, D Forrest, W Pattison; County Councillor B Griffiths.

MINUTES
To confirm as a true record the minutes of the meeting held on Tuesday 21st April, 2015.

PUBLIC FORUM
County Councillor B Griffiths noted that a new rubbish collection/recycling scheme was expected to be introduced in the autumn.

PLANNING ITEMS: noted. No objections to the application from Mr and Mrs Jinks.

MATTERS FOR DISCUSSION
a) The Chairman reported on a meeting with HDC planners over the potential for house building in villages which was in response to the new national planning framework. The Parish Council’s concerns regarding building outside development limits and sustainability were discussed. It was made clear by the planners that the Local Development Framework would be applied effectively and the type of housing planned would be scrutinised. It was noted that low cost housing need no longer feature in developers’ plans and that sustainability, unfortunately was very loosely interpreted. After the meeting, the Chairman felt that the local planners would be supportive as far as possible of local communities’ fears and concerns.
b) The rural housing enabler was unable to attend, so this item was not discussed.
c) Mr J Bainbridge was co-opted onto the Parish Council.
d) The Chairman gave an update on the tarmacking contract, grass cutting and the withdrawal of NYCC from funding all but the areas which had been identified as visual roadside hazards. It was agreed that money from the community fund/Parish Council savings be used to continue the good work of the contractor.

CORRESPONDENCE RECEIVED The councillors noted the correspondence.

The next meeting will be held on Tuesday 16th June, 7.30pm

Tuesday 15th September, 7.30pm Tuesday 20th October, 7.30pm Tuesday 17th November, 7.30pm
Tuesday 15th December, 7.30pm

Further update to above minutes:
The meetings in June and July were cancelled due to lack of business and holiday absence. An informal meeting was held at the end of July to update councillors on correspondence, planning applications and financial payments.
