Minutes of the Meeting held at Seamer Memorial Hall on Tuesday, 21st November 2023 

1)  NOTICE OF MEETING

Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972. 

2)  APOLOGIES FOR ABSENCE

IN ATTENDANCE

Councillors Maureen Marshall (Acting Chair), Jayne Kendall, Amanda Cutler, Mark Murphy & Glenn McGill Acting Parish Clerk and advisor.

District Councillor David Hugill & Tanya Braun from Faceby Parish Council joined the meeting.

4) MINUTES

The minutes of the meeting held at Seamer Memorial Hall on Tuesday 19th September2023 were confirmed as a true record and agreed by those present.

5)  ONGOING MATTERS – UPDATES RECEIVED

5.1 Bus Shelter update – This issue has taken a year and a half to date and is a continued source of frustration due to Council highway procedures and tender requirements The unit remains in store with the supplier at present, to be installed after the facilitation works have been completed. Tanya Braun (TB) attended the meeting from Faceby PC and explained the process they had gone through, noting that architectural inputs had been expensive. We continue to locate a suitable a contractor qualified to undertake the work. TB provided details of the contractor Faceby had used, Ian Winspear. TB was thanked for her advice.

5.2 Village Gardener and Plant costs – Councillor Marshall had been looking at planters following a discussion with the present Village Gardener. 4 no. were to be removed on the bottom green because there were too many/and in deteriorating condition and new ones (half barrels) were being provided by Councillor Cutler. It was agreed that an advert should be placed in the next ‘Grapevine’ to fill the Village Gardener post whilst noting that a fall back position would be a local commercial operator, about which Councillor Kendall had contact details.

5.3 Village Pond – · It was noted that the Clerk had been in touch with Labman after the initial meeting, to try to bring forward the solar pump. Action: Clerk. Any cleaning would be done by Councillor Bainbridge Action: Councillor Bainbridge.

5.4 Grapevine – To be discussed at next meeting.

5.5 Tree Safety Audit The audit had been completed earlier this year by an Arborist and the work needed had been the subject of an agreed quotation. A qualified contractor had been appointed and the work was due to start imminently.

9a) To receive the bank account balances up to 31st October and bank reconciliation.

Items authorised for payment –

9d) Precept – Resolved that the precept for next year should be increased from £5590 to £6000 now that the Clerk was being paid.

10) Village Hall Committee updates

Reported that the last meeting of the Village Hall Committee had been productive, with the following issues discussed:

· More work to be done on the roof.

· Proposed works on lean to at rear had also been discussed.

FORTHCOMING MEETING DATES   next meeting is on 16th January 2024 and 19th March 2024 and 21st May. (All meetings have a 7pm start time and will be held in Seamer Village Hall)
