Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.

To consider as a true record, the minutes of the meeting held at Seamer Memorial Hall on Tuesday 21st
November.

5.a) To receive further information on the erection of the bus shelter. (G McGill)
5.b) To receive further information on the village planters, plants and gardening contract. (MM)
5.c) To receive an update on the village pond, removal of hay bale, weeds and aeration. (JB and AR)

6. VILLAGE MATTERS
To discuss the following:-
6a) To consider the ongoing contract with gardener and confirm if a new one is required?
6b) To review what land in the village is owned by parish and county council and what rights of way are
established and accessible. AR to provide any information held in records as starting point
6c) To consider provision of services to young school age children in the village following small survey
undertaken, and review of latest consenus figures.

7d) OTHER PLANNING MATTERS
The Council has issued the owner of The Old Brickworks, Tame Bridge with a breach of condition notice under Section 187A of the Town and Country Planning Act 1990 (as amended). The notice relates to the owner not complying with condition nine of planning permission 20/02169/FUL which states the following:
“Prior to development, a detailed remediation scheme to bring the site to a condition suitable for the intended use (by removing unacceptable risks to human health, buildings and other property and the natural and historical environment) must be prepared and is subject to the approval in writing of the Local Planning Authority. The scheme must include all works to be undertaken, proposed remediation objectives and remediation criteria, timetable of works and site management procedures. The scheme must ensure that the site will not qualify as contaminated land under Part 2A of the Environmental Protection Act 1990 in relation to the intended use of the land after remediation.”
As the development is near to completion, no remediation scheme was issued to the Council. Therefore the Council are requesting a detailed remediation scheme to bring the site to a condition suitable for the intended use. The scheme must include all works to be undertaken, proposed remediation objectives and remediation criteria, timetable of works and site management procedures. This is required to be provided by the 28 February 2024.
8a) To discuss and understand the council’s receipt of CIL payments re planning and how it can be
spent.

commitments.

9. FINANCIAL MATTERS
9a) To receive the bank account balances up to 30 November 2023 and bank reconciliation.
9b) To approve/ratify the following invoices for payment:-

Replenishment of salt bins £270.00

10. VILLAGE HALL UPDATE
10a) To receive an update from Councillor Mark Murphy chair of the Village Hall Committee
11. CORRESPONDENCE RECEIVED
11a) Email from resident about light on Stokesley Road ( Eastwood Villas). Parish clerk has been
advised it is not the council’s responsibility.
