Minutes of the Parish Council Meeting: Tuesday 21st April, 2015

NOTICE OF MEETING
Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.

MINUTES
To confirm as a true record the minutes of the meeting held on Tuesday 21st April, 2015.

PUBLIC FORUM
Brief update on developments in the district given by the County and District Councillors in regards to a future recycling scheme.

PLANNING APPLICATIONS none

PLANNING APPLICATIONS GRANTED/REFUSED none

MATTERS FOR DISCUSSION
a) HDC new planning framework: due to the non-attendance of a planning officer, this item could not be discussed. It was agreed that the Chairman make an appointment to the Planning office at HDC for further discussions. District Councillor B Griffiths suggested contact be made with Mr Harbottle, who would be able to provide clarification regarding the Parish Council’s queries about the new framework.
b) Housing Needs Survey: The survey had been completed and the HDC community homes officer, who was in attendance stated that there had not been sufficient interest at this stage and that she would like it to be advertised further in future. Any land that had been brought forward for development would not necessarily need to have affordable housing within their schemes.
c) HDC Parish Council elections: These were to take place on Thursday 7th May however, as there had been no further nominations, an election would not now take place. Unfortunately, only 4 applications had been received and therefore a co-option for the remaining place on the Parish Council would be necessary.
d) Update on village maintenance projects: The only project brought forward and discussed was the improvement of the boundary of the small plots adjacent to the village signage.

Due to the boundary changes for the District County Councillors, Bryn & Jackie Griffiths and Andy Wake would no longer be representing Seamer at HDC. The Chairman thanked them sincerely for their interest, advice and expertise and their support for Seamer at District Council level. Bryn Griffiths would still be attending the meetings in his position as County Councillor. The three councillors were wished the best of luck in the forthcoming elections when standing in their new area constituency.
