NOTICE OF MEETING
Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.

MINUTES
To confirm as a true record the minutes of the meeting held on 17th November, 2015. These were agreed.

PUBLIC FORUM
1. An issue of flooding raised by a resident in Tame Bridge, living adjacent to the fishing lake, was brought to the attention of councillors. Both District and local councillors were now involved to try and resolve the issue.
2. The Parish Council were encouraged to respond to the Minerals and Waste Policy consultation, particularly in reference to fracking.
3. An update on the new ‘blue bin’ scheme was provided. They are expected to be delivered to Seamer during February.
4. HDC planning policy consultation – an update was provided and Parish council representatives were encouraged to attend a forthcoming briefing in Stokesley.

PLANNING APPLICATIONS

PLANNING APPLICATIONS GRANTED/REFUSED
Mr Philip Hyman, 44, Hilton Road, TS9 5LX: alterations to form additional bedroom and en-suite in roof space and the installation of new Velux roof windows to front and rear elevations.
Mr Guy Lindsey, Whitsend, Greenacres, Seamer: change of use of agricultural land to equestrian and construction of stable block & tack room/store, horse walker and riding area.

MATTERS FOR DISCUSSION
a) Update on village maintenance projects. There was little to report as projects in 2015 had now been completed. Parish councillors were encouraged to consider future improvements/developments during 2016. It was noted that a vehicle was parking on the verge on a regular basis outside the parish church. The chairman would look to deal with the matter.
b) Community fund. A request had been received from the Village Hall Committee for a grant of £3820 to help complete the refurbishment of the supper room and kitchen in the village hall. A meeting had been called with Caroline Seymour, Community Fund independent chairman, to discuss the application. The Parish councillors were in favour of the application.

CORRESPONDENCE RECEIVED
HDC: Parish precepts. The chairman indicated that the precept would remain the same for 2016/17.

FINANCIAL STATEMENTS
Northumbrian Water: £17.48
P R Taylor: £69.98 (petty cash £30, Springwell Nursery £16, Strikes Garden Centre £23.98, also £26 Christmas gift as agreed).
