The Parish Council and Annual General Meeting of Seamer Parish Council was held at Seamer Memorial Hall on Tuesday, 20th May 2023 at 7pm. Those in attendance were Maureen Marshall (Chair), Jane Kendall (Vice chair), Amanda Cutler, Mark Murphy, David Hugill and Christine Cooper (representative of Village Hall Committee). Councillor James Bainbridge was not in attendance.

MINUTES
1. NOTICE OF MEETING
Public notice of the meeting was given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.

4. MINUTES
4.1 The minutes of the meeting held at Seamer Memorial Hall on Tuesday 18th March 2025 were approved and signed as a true copy.

6.1 Approved and signed off the 2025 Financial accounts and completed sign off of audit.
7. CONFIRMATION OF APPOINTMENT OF AUDITOR
Confirmed the continued appointment of current auditor Lesley Hadfield.
8. ELECTION OF CHAIR
Maureen Marshall was elected as Chair for a further term.

Jane Kendall was elected as vice-chair for a further term.
9. DISTRICT COUNCILLORS
9.1 Update from District Councillor Hugill attached/displayed as a separate document.
10. VILLAGE MATTERS
10.1 Chair reported on the issue of the gypsy site litter issue. Management company have been contacted and they advised they regularly attend to clear up litter and are liaising with council to consider extra waste collections. The situation will continue to be monitored.
11. PLANNING APPLICATIONS
11.1 TO CONSIDER
PROPOSAL: Proposed two storey side extension, demolition of existing single storey rear extension to be replaced with a part single, part two storey rear extension, including inset balcony, new roof to property, including 2no dormers to front, 2no dormers to rear and 7no roof lights to rear and 2no two storey front extensions, along with fibre cement and reclaimed brick detail.

12. POLICE REPORTS –
12.1 There was one incident in March and 5 in April. PC is to try and obtain further information to understand if any particular issues. We are to have a new Neighbourhood police officer starting in July his name is Carl Lawson.
13.FINANCIAL MATTERS
13.1) Approved the financial year accounts to 31st March 2025
13.2) Approved the AGAR submission for the financial year to 31 March 2025
13.3) Receive the bank account balances up to 29 April 2025 and bank reconciliation.

Approved/ratified costs for flowers for village tubs and replacement defibrillator £1,410. Agreed to arrange a first aid event in village hall with a chance to meet the councillors. Refreshments and nibbles would be provided. PC to arrange for September before nights draw in.
14. VILLAGE HALL UPDATE
14.1) Whilst they have recently lost a number of committee members, they do have some new recruits who are making an impact. The 100-year bash on 5th July has been advertised in the Grapevine with ticket sales starting and organisation well underway.
15. CORRESPONDENCE RECEIVED
15.1) To note (email correspondence): – White Rose Bulletin, Rural Services update, NALC Chief Executives Bulletin, RSN Rural Funding Digest and YLCA Admin updates
16. COMMUNITY FUND
16.1) Approved costs of Remembrance Day decorations for around the villages of up to £200.
16.2) Approved an application for the 100-year anniversary of village hall event up to £5k.
