NOTICE OF MEETING
Public notice of the meeting has been given in accordance with Schedule 12, paragraph 10 (2) of the Local Government Act 1972.
2 PRESENT/APOLOGIES FOR ABSENCE
Present: Councillor Philip Taylor (Chair), Councillors Janet Bainbridge, Doug Forrest, Walter Pattison. Mrs G R Taylor (Clerk), plus a local resident. Apologies received from: District & County Councillor Bryn Griffiths, District Councillor Jackie Griffiths, District Councillor Andy Wake.

The minutes of the meeting held on Tuesday 20th May, 2014 were confirmed as a true record.
4 PLANNING APPLICATIONS
Colin Bainbridge, Seamer Grange Farm: construction of agricultural storage building. The Parish Council did not raise any objections.
5 PLANNING APPLICATIONS GRANTED/REFUSED
6 MATTERS FOR DISCUSSION
a) Footpath adjacent to Methodist Church
The Chair will be meeting with Mark Dunning (NYCC Highways department) on 25th July to discuss various matters, to include the footpath. The Chair will also make District & County Councillor Bryn Griffiths aware.
b) 2015 Parish Council elections
All councillors will be up for re-election in 2015. The election will be advertised and other nominees invited.
c) NYCC proposal for grass cutting
Funding (£800+) of the Parish budget used for grass cutting will now not be funded by NYCC next year. The funding of this shortfall will need to be considered and discussed.
d) Parish Hall parking
A resident contacted Mark Dunning about the parking in front of the Parish Hall, with a view to tarmacking the grassed area. The area is highway maintainable at public expense. The decision of NYCC was negative as the grassed area is of insufficient width to allow a vehicle to park there without overhanging across a substantial proportion of the footway. This matter to be referred to District & County Councillor Bryn Griffiths.
e) Maintenance of trees adjacent to Parish Church
Tree branches are overhanging into the churchyard and onto the road for high vehicles. They are also blocking the streetlight. Branches need trimming back in October (tbc) for safety reasons.
f) NYCC waste disposal regime from 4.8.14
From 4th August, a cost will be incurred for taking hardcore and rubble to the tip. The concern is that this will lead to illegal tipping and a potential conflict between Hambleton and NYCC. The Chair to ask District & County Councillor Bryn Griffiths for a contact number that can be publicised should residents see illegal dumping occur.
g) Parish Hall Committee application to Community Fund
The Parish Hall Committee wish to update the supper room in the Parish Hall and as such, have made an application to the Community Fund.
h) HDC audit of village services
Form received regarding village services related to sustainability and future development. The Chair needs to complete an updated form.
i) Community bus service
Community transport (710085) will depart from Hilton and will go via Seamer to Stokesley on Mondays, leaving Hilton at 9.30am. The cost is £3 return. This will be advertised.
j)An additional raft has been constructed and floated onto the pond. It has been used already!
The Bank on Stainton Road is beginning to take shape and bloom.
7 CORRESPONDENCE RECEIVED
YLCA 2013/14 annual review
HDC monitoring officer (Gary Nelson) – role to be defined by District/County Councillors.
RAF Leeming – increased flight activity during August.
Infinis – Open Day at the wind turbines: 6th September – food, marquee and officers present from Infinis. The Chair has informed Stokesley Primary School as Infinis is running a competition for the local school.
