MINUTES SEAMER PARISH COUNCIL ANNUAL GENERAL MEETING 7TH May 2024
1. NOTICE OF MEETING
Public notice of the meeting was given in accordance with Schedule 12, paragraph 10 (2) of the
Local Government Act 1972.
2. APOLOGIES AND REASONS FOR ABSENCE
In attendance: Maureen Marshall (acting chair), Councillors Jayne Kendall, Amanda Cutler,
James Bainbridge and District Councillors David Hugill. One member of the public representing the village hall committee was present.
No apologies for absence received.
3 DECLARATIONS OF INTEREST

4. MINUTES
Received ethe notes of the inquorate meeting held at Seamer Memorial Hall on Tuesday 19th
March 2024.
5. CHAIRMANS REPORT received.
6. FINANCIAL STATEMENTS TO APRIL 2024
Received and approved the 2024 financial accounts and signed off audit.
7. APPOINTMENT OF CHAIR – Maureen Marshall was proposed and seconded and accepted the post of Chair of the Parish Council.
8. APPOINTMENT OF VICE CHAIR – -Jayne Kendall was proposed and seconded and accepted the post
of vice-chair of the Parish Council.
9 DISTRICT COUNCILLOR DAVID HUGILL UPDATE RECEIEVED
Savings from transfer to unitary authority were beginning to be seen though a large portion of local
budgets were committed to social care, and SEN transport costs.
New local plan is in preparation.
New mayor has been elected David Skaith.
David is pursuing funds for repair of Tame Bridge footpath around the T-junction though the whole
footpath is unlikely to be repaired.
Planning decisions are currently slow as there is a staff re-organisation going on in the department.
10. VILLAGE MATTERS
To receive information on the following ongoing issues and consider further action where necessary.
10.a) Discussed the erection of the bus shelter and PC to endeavour to resurrect original quoted from
council works department as other quotes too costly or not authorised contractors.
10.b) Plants are due to be delivered and assistance was requested for replacing pts and planting.
10.c) Agreed to costs and supplier for external printing of Grapevine going forward.
10.d) Approved the replacement of bench on Holme Lane which was dilapidated and unsafe. Whilst the
seat was originally funded by a resident it is a well-used seat and worthy of councils support to replace.
11 PLANNING APPLICATIONS
11a) TO CONSIDER
PROPOSAL: Demolish and replace single storey extension
LOCATION: 25 The Green Seamer Middlesbrough North Yorkshire : NO OBJECTION.
APPLICANT: Mr Terence Tyreman
PROPOSAL: Application for the Installation of drive way gate posts with a height of 1.37m (Inc. decorative
topping). New gates 1.2m. Fence 1.22m (4′) to front of property, for security and privacy.
LOCATION: Windhover Tame Bridge Stokesley Middlesbrough; NO OBJECTION PROVIDED THERE IS
NO OBSTRUCTION TO PUBLIC FOOTPATHS.
11.b) PLANNING APPLICATIONS PENDING

Applicants: C.Nicolson et al, Address: Land off Leconfield, Seamer, reference: ZB23/01020/OUT , Proposal: Outline application with some matters reserved (considering access) for the construction of 4no. dwellings, Status: GRANTED.
12. POLICE REPORTS – There was one incident in April (fraud) and 2 in March (residential burglary and violence
against a person).
13.FINANCIAL MATTERS
13.a) Approved the financial year accounts to 31st March 2024
13.b) Approved the AGAR submission for the financial year to 31 March 2024
13.c) Received the bank account balances up to 29 April 2024 and bank reconciliation.
13 d) To approve/ratify the following invoices for payment: –
Electric bill £450 (if and when received)
Holme Lane bench remove, clear site and fit new one £70
Grapevine printing costs circa £200 per edition.
14. VILLAGE HALL UPDATE
14.a) To receive an update from Councillor Mark Murphy chair of the Village Hall Committee. Christine
Cooper provided an update. Events attendance was increasing across various regular activities and
bookings were up. Basketry is very popular. Also, the hall is used by school children for lunch when on
educational farm visits, and the parish council were very supportive of this initiative.

16. COMMUNITY FUND
16a) Ratified payment to Seamer Memorial Village Hall for £200 contribution to Childrens Easter Workshops.
16.b) Approved 3 further applications to the Community Fund: –
i) £800 as estimated cost for replacement of carpet bowls mat.
ii) £2000+ for the event “The Big Lunch” towards marquee in case of inclement weather as ticket sales
were at good levels and hall can only accommodate 80.
iii) Agreement in principle to £circa £12,000 as contribution to village hall refurbishment if grant funding
for 80% of costs approved.
